Stephen started HQE Consultants to solve a problem he kept seeing: developers with strong deal instincts but no construction infrastructure. They were either overpaying for GC overhead they didn’t need, or managing projects themselves without the systems to do it well.
HQE was built to fill that gap — providing embedded construction leadership that lets developers control their projects with the discipline and structure of an institutional delivery team.
Before founding HQE, Stephen spent six years in mergers and acquisitions, leading due diligence and post-close integration across $2.1 billion in global transactions. Before that, he managed $150 million in multifamily renovation programs for a national REIT across Florida, Colorado, and Arizona. He started his career 20 years ago in Florida — building federally funded public infrastructure, institutional facilities, and commercial projects across the Southeast.
That combination — field execution, institutional program management, and strategic M&A discipline — shapes how HQE approaches every engagement. Stephen doesn’t just manage construction. He builds the entire delivery infrastructure around a developer’s vision, then runs it through completion.
